Huang Hui invited to attend Academic Forum: The 14th Five-year Plan Starts a New Journey - China’s Practice towards Arctic Governance Cooperation

The Academic Forum themed “The 14th Five-year Plan Starts a New Journey - China’s Practice towards Arctic Governance Cooperation”, which was jointly organized by China Maritime Law Association (“CMLA”) and Guangzhou Maritime University, in partnership with COSCO Shipping Specialized Carriers Co., Ltd., International Polar Protection Association and Ji’nan University, was successfully held in Guangzhou on 28th and 29th May.


Mr. Li Zhu Yong, president of CMLA, Mr. Zou Cai Rong, president of Guangzhou Maritime University, Mr. Gao Feng, special representative for Arctic Affairs of the Ministry of Foreign Affairs and Mr. Wu Jun, deputy director-general of the International Cooperation Division of the Ministry of Natural Resources, attended the opening ceremony and delivered speeches. Professor Yang Jian, vice president of Shanghai Institutes for International Studies, Mr. Qu Tan Zhou, former director of the Polar Survey Office of the State Oceanic Administration, Mr. Yin Yan Sheng, distinguished professor at Guangzhou Maritime University, and Mr. Cheng Xiao, president of the School of Surveying and Mapping of Sun Yat Sen University, among others guests, attended the opening ceremony and delivered keynote speeches.


The forum was held in hybrid mode. It focused on six topics: “Arctic Geopolitics”, “Law”, “Energy and Environmental Protection”, “Technology and International Cooperation”, “Arctic Shipping Economy and Trade” and “Youth Forum” and brought together experts and scholars of polar issues from Sun Yat Sen University, Nankai University, East China University of Political Science and Law, Shanghai Jiao Tong University, Dalian Maritime University, Dalian University of Technology to share their thought and experience. Our managing partner Huang Hui was invited by the co-organizers to attend the forum and share his views on “Law”.


Huang Hui made a speech entitled “Analysis on the Legal Status of the Northwest Passage of Arctic Sea Route”, during which, he summarized the claims and disputes from coastal countries and non-coastal countries of the Northwest Passage, one of the Arctic Sea Route, in the international community on and over the legal status of the Northwest Passage in light of the geographical location, shipping value and geopolitics thereof, as well as analyzed and evaluated the theoretical logic of the current construction path of the legal status of the Northwest Passage from the perspective of public international law. He also put forward constructive suggestions on how to use and participate in the development and governance of the Northwest Passage under the current international legal order, and to actively seek to establish a new international navigation order that is stable and mutually beneficial conforming to the common interests of mankind.
