Guangdong Province’s Talent Pool of Rising Stars in Foreign-related Matters
To further develop and cultivate a high-quality pool of foreign-related legal talents to enhance the province’s overall foreign-related legal service level and promote international influence, Guangdong Lawyers Association has recently published a new batch of admissions. We are pleased to announce that two more lawyers of Huang & Huang, namely Ms. Eve Chen and Mr. Liang Handeng have been admitted to the Talent Pool of Rising Stars in Foreign-related Matters. Our partners Ms. Zhang Fan and Ms. Chen were selected for the same talent pool earlier in 2021.
Eve Chen, associate
LL.B. from Shenzhen University; J.D. from University of Sydney;Admitted to practice law in New South Wales, Australia.
Prior to joining Huang & Huang, Eve was with Wang Jing & GH Law Firm. Earlier she worked for an Australian law firm and as judicial intern in Australia. Eve handles predominantly international trade disputes, shipping matters, personal information protection and data compliance.
Liang Handeng, associate
LL.M in international commercial law from Queen Mary University of London, with his study and research focusing on shipping and maritime law.
Liang handles predominately cargo claims, charter party disputes, ship arrest and judicial sale, registration of creditor’s rights and distribution proceedings, subrogation claims and foreign-related contract disputes.

At the same time, Guangzhou Municipal Bureau of Justice rolled out the five-year "Lingyun Program" for the selection and cultivation of a group of outstanding young talents to better serve Guangzhou's economic and social developments, as part of the effort to promote the development of the rule of law in Guangzhou and implement the central government’s “Ruling the Country by Law” strategy. Our partners Ms. Chen Xiaoling and Ms. Zhang Fan are among the first lawyers selected for this program.

Chen was promoted to partner at Huang & Huang in 2023. She has extensive experience in marine insurance, cargo claims, charter party disputes, ship collision and offshore wind energy. She won the Guangzhou Lawyers Association Annual Achievement Awards 2020 and 2022 for her remarkable performance in case handling, and was co-lead counsel in court cases selected for Top 10 Typical Cases of the Year 2021 and Top 10 Typical Cases of the Year 2022 by Guangzhou Maritime Court.
Chen is council member of Guangdong Maritime Law Research Institute; member of Maritime and Aviation Law Committee of Guangzhou Lawyers Association; mediator at the Mediation Office of Guangzhou Maritime Court and at the Mediation Office of Guangzhou Municipal Bureau of Justice. She is among the first lawyers admitted to the “Leading Lawyers in Foreign-related Matters” Talent Pool of Guangzhou and the “Rising Stars in Foreign-related Matters” Talent Pool of Guangdong Province.

Zhang handles predominantly ship collision, oil pollution at sea, general average, ship ownership disputes, cargo claims, ship chartering, marine insurance, logistics transportation, financing, corporate contracts and construction projects. She was co-lead counsel in court cases selected for Gazette of the Supreme People's Court, Chinese Maritime and Commercial Law Reports, Guangzhou Maritime Court’s Top 10 Typical Cases of the Year, and has won multiple Annual Achievement Awards presented by Guangzhou Lawyers Association.
